Clean Energy Scholarships

Clean Energy with emphasis on solar energy, which has been identified as a key growth area for Singapore. With the growing global expansion of the Clean Energy industry, Singapore is well-placed to take the lead in this industry as an R&D base and as a provider of Clean Energy technologies and solutions.


To expand Clean Energy R&D and grow the industry, there is a need to increase the Clean Energy manpower base in Singapore. Graduate scholarships is one of the strategies of the Clean Energy Programme Office (CEPO) to generate specialist manpower for the Clean Energy sector. This specialist manpower will build up local research capabilities and provide a source of research leaders in key CEPO areas.


Objective
To build up local research capability and groom research leaders in key Clean Energy areas.


CEPO is providing the following scholarships in these areas:

  1. NRF (Clean Energy) PhD Scholarships - Information Applicable to Individuals.
  2. NRF (Clean Energy) Company Scholarships– Information Applicable to Companies.

Individuals may subsequently apply when participating companies launch their scholarship programmes.

NRF (Clean Energy) PhD Scholarships

Coverage and Disciplines of Study
The NRF (Clean Energy) PhD Scholarships offer support for up to four years of academic pursuit, leading to a PhD in related disciplines such as Electrical Engineering, Materials Science or Engineering, Chemistry, Chemical Engineering, Environmental Science or Engineering, Civil Engineering and Mechanical Engineering. All research topics should be in areas related to Clean Energy. Most of the scholarships given would be in solar, with a possible few others in fuel cells, energy efficiency and other renewable energies. Scholars must obtain CEPO’s agreement before embarking on a particular research area and project, so as to be in line with CEPO’s technology roadmap. For local PhD scholarships, CEPO will work with the universities to ensure that the candidate has a specific research project and supervisor identified before the award.

The scholarships are tenable at NUS, NTU or overseas universities renowned in Clean Energy such as: 

  • Massachusetts Institute of Technology (MIT), USA 
  • University of California at Berkeley, USA 
  • Stanford University, USA 
  • Georgia Institute of Technology, USA 
  • National Renewable Energy Laboratory (NREL), USA 
  • Loughborough University, UK 
  • Sandia National Labs, USA 
  • Swiss Federal Institute of Technology, Switzerland 
  • TU Munich, Germany 
  • Fraunhofer Institute for Solar Energy Systems, Germany 
  • University of New South Wales (UNSW), Australia


Please note that this list is non-exhaustive, but all foreign universities must be recognized by CEPO.

Eligibility

  • Local PhD: All nationalities. Foreigners who take up the scholarship are expected to become Singapore PRs within 2 years of completion of studies. 
  • Overseas PhD: Singapore Citizens. 
  • A relevant Bachelor’s Degree with Honours (at least 2nd Class Upper) or its equivalent. 
  • Good GRE test score preferred. 
  • Good TOEFL score for applicants whose mother tongue is not English.


Award Details

  • Full tuition fees 
  • Monthly subsistence allowance**
  • Other allowances including:
  • Annual Book allowance 
  • Computer allowance 
  • Conference allowance 
  • Thesis allowance 
  • Travel allowance* 
  • Warm clothing allowance* 
  • Settling-in allowance *


* For overseas PhD
** Monthly allowance of S$3000/month for local PhD study

Bond
Upon completion of their studies, candidates will be bonded to work in Singapore (in the Clean Energy area) for a period of 3 years for local PhDs or 4 years for overseas PhDs. Scholars will be allowed the flexibility to choose the organisation that they work for when they near the end of their study.

Application for Admission to Universities
Scholars are expected to gain entrance to the various overseas and local universities on their own merits, before they apply for the scholarship.

Closing Date for Application 
Applications are open throughout the year. For admission for the Academic Year starting in August 2010, the closing date for application has been extended to 14 March 2010 (from 28 February) due to overwhelming response.

NRF (Clean Energy) Company Scholarships

Objectives
This scheme allows for CEPO and companies to jointly fund local scholarships for Clean Energy Research and Coursework Masters and PhDs. The scheme will help to ensure an adequate supply of CE trained postgraduates for companies as they expand their businesses.


Eligibility Criteria for Companies
Companies to be considered for this programme should be key companies that have a reputation for, or that can demonstrate, professional personnel management to ensure that the scholars are gainfully employed. The companies should preferably be well-established and have a sizeable operation in Singapore or are considering new investments / projects in Singapore.


Branding
Joint NRF (Clean Energy) Company Scholarships, would be branded as the NRF (Clean Energy)-(“company name”) Scholarships.


Bond
The scholars would be bonded to work at the participating company either at the company’s local operations (for foreign/local companies) and/or overseas operations (for Singapore companies) upon graduation. The bond period would be 2 years for local Masters and 3 years for local PhDs.
